I need to fit a water Pitcher pump outside how do i do this ?
The pitcher pump is not the problem what is is fitting a tank under neither the hand pump. I have out side water Supply but it is getting the water to: some form of tank:it all need to be mechanically as well.

If you have water pressure outside all you need is a float valve in the tank that shuts the water off when it reaches a preset level and opens when the water level drops to a certain point (the same principle as the valve that fills your toilet tank). The tank will have to be vented and you can mount your hand pump right to the tank with the pump's foot valve below the low water level of the float valve. .

I had a rural well pipe with a pitcher pump. It was stolen cut off at the ground. suggestions for repair?
pipe is in good condition do I dig down and rethread it and add a coupler? Could I use marine grade epoxy and slip a larger diamter threaded pipe over it?

I picked one up at Lowe's this year. About 30.00, and fairly simple to use. I mounted it to a large stump that I had hollowed out and used the liner to keep the water from seeping through. Works real good.

Jet pump wont prime but pitcher pump will. Any Ideas?
New install well pipe that is 23 feet. Check value in place. I live on an island so I'm at sea level. And the jet pump I bought is ment for shallow wells. The reason I got a jet pump and not a sprinker pump is that I couldnt find a sprinkler pump that you could put a pressure switch on with out void it's warranty.

Did you get the deep well jet pump? Do you live quite a bit above sea level? These things are only good to 25 feet at sea level. They work with air pressure believe it or not. Some of the jets you buy are a 'shallow well' pump and the others you will pay more to get the deeper 25 feet max. As far as the priming goes it usually takes four to ten or more times to prime one with that kind of elevation difference. Just keep filling and sealing and crossing your fingers and turning it on. Hope this helps. P.s. If I were you and can take back that pump I would get a 'shallow' well submersible. They are not that much more money and it will work much more efficiently.
